Depending on the persons position rates differ. ultimately its up to the hitman themselves for their rates. but generally other players would look to their reputation and previous jobs as a reference point. Also there can be a general bounty placed where various hitmen would try to kill the target before the others and would need to show proof that they completed the job to receive payment.
