It will be police officers who have unlocked the ability (perk) to get called into the station to switch into SWAT tactical gear when the need arises. Just as the number of LEOs in general will be limited to how much is required (based on the number of online players), the same will be applied to the number of needed SWAT members on a scene. On a side note: SWAT members won't be able to drive the SWAT armored truck. There will be an automated system in place. It will drive the members to the scene.
