Not necessarily, you can only pledge the amount from the lower pledge to the next pledge above it and well so from the "Citizen" it is $15 to upgrade, then $20 to upgrade, then $10, then $30, then $10 and then, $50 but if you think of it as when the first module comes out most or all the pledges will be gone and likely the citizen will become full retail price being $45.
