There won't be any NPC's beyond things like those at cash registers in stores. They've been pretty tight lipped on the subject of relationships.

I think there won't be any NPCs to make your family but if I remember correctly, you'll be able to marry another player. No kids though (wonder why? :P)

Early 2017 = 1/3 modules, Beta Late 2017 and shortly after beta Late 2017 / Early 2018 = full game release.
