Posted November 26, 2016 I believe tattoos are related to prison in this game, so when you go to prison you'll have the option to get one and thats what makes it a unique thing. So if you see anyone with them you'll know they did some hard time. Unfortunately for people like you and i with regular daily tattoos its not a casual thing but i really like those designs.
