Citizens be warned: Operation Remain Calm

Recently Citizens have been complaining about the use of excessive force by Cops in Identity. In response to this, a program has been started called Operation: Remain Calm. Remain Calm trains officers to assure that regardless of the current happenings in the immediate surroundings that everything will be OK. and that the citizen needs to remain calm. Regardless of what is happening.
