You can make a service like it but just by number or get a private server to make a mod for it(If private modding is allowed.)

What if some one calls for multiple stops with your Uber then robed the bank and got back into your car to hold you hostage, does your wanted level go up to kill on site?

There is no kill on sight, cops are players and not AI programmed to shoot instead of arrest.
