You can't legally arrest them without proof that they are doing something illegal. Sure, if a race starts, you can arrest the participants of the race, but nobody else. If you were to arrest others, a half-assed lawyer would easily get the charges dropped on the grounds of you violating the First Amendment. Then they could even sue you and the Police Department for violating their rights, which most likely wouldn't end well for you.
