in-game moderation for official server and modding

In first i want to know how moderation will work on official server and how the RP will be respect and the HRP punish in  the game.

 

In second i want to know if private server will be able to mod the game like in arma 3.

Q: Modding Support?
A: We're exploring this as a possibility, but a decision regarding mods likely won't be reached until several years after the full game is out.

Official servers will be more casual RP, and will have mechanics in place instead of RP rules like RDM or NLR. There won't be RP enforced upon the official servers. However, if need be then the devs will hire moderators. 

Private servers will be able to enforce rules and RP more as they will have a bigger and more diverse moderation team to handle those things.
