Considering there is no undercover cops, I highly doubt this will ever be in the game,

This is not a planned feature for the game, and likely won't happen because it will make it too easy for players to get weapons.

you cant steal their clothes. only money etc that they have in their inventory.

It will be considerably harder to steal police cars. You cannot steal anybody's clothes at all. Police guns won't drop either to avoid easy exploits. And as far as ticketing others goes, you can only do it when you're an actual police officer on duty and if someone was flagged for an offence.

Won't happen (for now). You'd need some mods and modding support won't happen right on release, but that's if and only if they will include it. At this time, they might consider it...
