Should there be a Department Of Justice(D.O.J)?

The reason I'm suggesting is because lets say the person that committed a crime is in handcuffs he should have the right to a lawyer. It would add much more roleplay and help criminals give lesser sentences or letting them go. The Dev's can implement a courthouse and we can have judges settling cases if it gets that bad( you can just plea bargain) something along the lines like that. I have the laws written out already and I have seen a lot of Hardcore roleplay communities do it and it would be a great addition to this game instead of cops being the lawyer and them deciding whether or not they should be given a lesser sentence and/or fine.

They already plan to have a court system for imprisoned people who wants to appeal their sentence. There will also be lawyers, judges, and randomly selected jury members.
