I have a questions on stealing cars. 

What will happen to the cars after you steal them. Will you have to find someone to who's interested, or will the car get abducted by aliens (despawn) after a while.

Or maybe you can't at all because the doors are locked like in a game literally named "Grand Theft Auto"

You will likely be able to sell them to a chop shop pc but you cannot keep the car as your own. If you leave the car unoccupied then it will Despawn and return to the owners garage.

Despawn, was a typo. Also No roaming NPC's

You will only see players roaming / moving around in the world.
