How will all the political parties and gangs work?

so I'm seeing all these political parties and gangs and such and its making me more hyped, but I'm still unsure of how it will all work, because obviously we are not going to be able to fit everyone into 1 server, so for instance, if a political party gets into power, will it only be for that specific server, same with gangs, I see rivalries building up already, but how are they even going to be on the same server, unless it was pre organized or something I just am a little bit confused on this aspect as to how it will all work. I did search some keywords and found nothing really asking this so sorry if there is but I didn't see any, even if you are not answering the question put your thoughts below on how you think it might work.

The players would pre-organise to join a specific server, if it being official or a community private server. As for the parties in power, that is for 1 server only I believe. Also the player count per server is going to be between 300 - 500.

Thank you for your reply, This answers my question, I was expecting server count to me more around 50, so that's great, perfect thank you.
