Communication/Writing on signs for people without headsets?

Could that be a thing? They could write on signs or something like that, or be like Stephen Hawking with his talker thingy.

I built my computer incorrectly 5 years ago and my turtle beach's microphone doesn't allow for speech since the front two ports do not work.

No unfortunately there will be no text to speech and it will be a basic chat function for those without microphones.
