You must purchase the founder pack or the $30 option. It will give you access to the modules (Alpha stages) and the full game. The $15 option or the citizen package only gives you access to the full game release. I beleive the prices will change soon or before the release of the first module, Town Square. The release date for Town Square is on March 21, 2018.
