As of now there will only be one island. They have said if they expand the map by adding more it will be DLC.

Did not say it was the criminals I was saying IF a foreign power is add to the game then their can be some hostile action towards the other nation.

But as Well not war but very harsh Agreements .

 

If you have played civ you may get what I mean every action is marked by another and is used in future events no matter how little.

This being it is a game of politics and IF they add a foreign power anything can happen hopefully awesome politics.
