So what i've understood is that gang or clubs or any kind of group can have certain rules applied to it by the owner example : Owner can allow pvp between members etc . Thats a very good idea in my oppinion

The file might be expandable since if you join a fan made server that has tons of plugins or other data then the folder will get bigger just like the game Gmod
