I think money in-game But you will have cosmetic items to buy with real money But real money with houses i think only overpowered houses, large houses. But that's not a pay to win game

Taxi Yes I think you can not pickup a taxi if you dont have a car but taxi is a job so you can enter and exit careers is other thing
