I believe it's just an offroad (or slightly better on road for a little more cash) motorcycle as of right now. I hit them up on twitter asking for more information a few hours back. I'd like a less crappy car instead - but for illegal things and manoeuvrability, a bike is really good. Especially for police chases.

It is - essentially. Police, civilians and criminals. But there's so much more that extend it into its own game - criminals could have normal jobs, hiding in amongst the normal workers. It's a life sim but with the exiting elements of extreme things like cops and robbers. It's a game after all, they have to make it interesting.
