The only realistic-type modifications I see would be replacing of parts, suspension raising/lowering, and maybe an option for having or not having sunroof, convertible, wheel types

I'm pretty sure they're done (or close to being done) and are just polishing major bugs so that people don't get the idea that this game will bug-filled. Just remember these kind of games usually go into development for 2-5 years, I'm surprised they even made a tweet about it being released late 2016.

Hope there will be oyster or sea urchin hunting. Maybe even different ways to fish like buying those giant ships that just scoop the ocean floor with netting or having nets placed with a buoy to locate where it is and you empty it out every x days or just bring a sail boat with a simple fishing rod.

Will we have to pay annually for the docking space of the boat or will it just be first come first serve, and you pay for every x hour you have it there?

Pretty sure that wasn't them, Nvidia has never failed any of their releases. they're basically leading the GPU business. I think you're referring to the GTX Titan, it wasn't worse than what they claimed but people believed the price wasn't worth the upgrade from the previous generation.
