I have the founders pack and my accounts are linked and my steam key is not appearing ?

Will there be PvP safe and unsafe areas like in bars. I'm the city will there be safe bars and in the country areas unsafe bars. Like if someone is taunting someone they could get into a bar fight and break bottles over peoples heads?
