Your best bet is to wait until the first module is released and waiting for gameplay. Then, decide if you want it from the gameplay.

I think a huge way of making sure the consequences are harsh are making sure they stay with you. If you commit a crime, that would be on your record and companies hiring you might see that. You wouldn't want that to stay with you. If you repeat a crime after punishment, your punishment should be worse than before.
