No, devs stated NO building! You can become a mechanic...... You wont be able to create your own things, but there will be things already set in the game. You cannot make your own vehicles and blueprints, these are all set things. Hover cars......? NO, this is a modern game not futuristic and well I think it would be stupid having them when they already said "NO AIR VEHICLES!!!!" You would only be able to customise the interior of the boat and also You cannot design or make your own boats and helicopters in-game. There is no air vehicles in the game but could be in the far fetched future if the devs do it. No, it's a Open World, and no claimable islands but in the future new islands would possibly come as a "Paid DLC". Doubtful for it to ever happen.

I can honestly say we have no clue with some of the answers you are looking for. 1. yes there will be a text chat but it will be a simple text chat (I could be wrong) but the main chat is VOIP. 2. I would expect if there is a "OOC" chat then the TAG would be great there but with your steam name and not RP name as it's the (Out Of Character chat). For the In-Character chat I would not want that tag for the reason it's in-character. 3. So far I am sure you that anyone will be able to post videos but I am totally not sure and so could be wrong and so @HairyGrenade will answer for you.

You will get to name your character by a format of: name.surname This will be required on character creation!

HOW cool would it be if you could get a tattoo to symbolize that you are in a gang?! Also, that people could give tattoos and stuff, that would be just purely AWESOME! I would use this in the sense of Identity theft see. When committing a major crime I would use someones Identity and leave that Identity card there at the crime scene to add extra time to my getaway and cleaning up the lose ends after a crime. ex: The Ident card is evidence and with gathered witness testimony its agreed that john doe here is the criminal. Who lives across town, the complete opposite side of town from where I live so now as the cops head over there. I'm shedding skin and falling back into the normal routine. They arrest the guy, he goes on trial, his alibi clears him and the jury finds him not guilty and its chalked up to another case of identity theft. Then what? as a cop whats your move? CC cameras...more witness testimonies... its up to you and the department to either pursue this if you think you can track this criminal or give it up and wait for him to come back out of his shell. Either way it is important to understand that cops vs criminals is a chess game. And that is another reason why I think the wanted level system should be structured entirely around witnesses. If no one saw it happen are you really wanted?
